Bills clear in full

The Reserve Bank of India published results for its latest round of 91-day, 182-day and 364-day treasury bills, and the auction met its notified face value targets in all three tenors. Implicit yields at the cut-off prices were 5.9337 percent for 91-day bills, 6.5493 percent for 182-day bills and 6.6900 percent for 364-day bills, a curve that rises with tenor and prices short-term central government borrowing in a narrow, orderly range. m:…6545

The amounts were straightforward. The Reserve Bank of India notified a total face value of 8,000 crore rupees for the 91-day auction, 8,000 crore for the 182-day auction and 7,000 crore for the 364-day auction, and accepted the same amounts in each tenor. Cut-off prices were 98.5422 rupees for 91-day bills, 96.8376 rupees for 182-day bills and 93.7456 rupees for 364-day bills, according to the Reserve Bank of India results. Full acceptance at those prices indicates demand was sufficient to clear the offered amounts without the issuer trimming the sale. m:…6545

States meet resistance

State borrowing told a different story the previous day. The Reserve Bank of India conducted an auction for state government securities on 27 October 2026 across multiple states, with a total notified amount of 23,300 crore rupees and a total allotment of 18,963.348 crore rupees. The gap of more than 4,300 crore rupees between notified and allotted amounts came from states declining bids, not from a shortage of securities on offer. m:…1675

Several states declined bids outright. Gujarat did not accept any amount for the re-issue of 7.96 percent Gujarat state securities maturing in 2035 or 8.06 percent Gujarat state securities maturing in 2038, Jharkhand did not accept any amount in the re-issue of 7.30 percent Jharkhand securities maturing in 2033, Sikkim did not accept any amount in the re-issue of 7.55 percent Sikkim securities maturing in 2030, and Keralam did not accept any amount in the 14-year security on offer. Declining bids at offered yields is a routine way for issuers to refuse pricing they judge unattractive, and the pattern across four states suggests a shared sensitivity to levels rather than an isolated decision. m:…1675

Other states accepted partial amounts. Assam accepted a partial amount of 606.733 crore rupees in the 9-year security and Nagaland accepted a partial amount of 256.615 crore rupees in the 9-year security, while Nadu issued securities across multiple tenors including 2041, 2046, 2051 and 2056. The mix of full rejections, partial acceptances and longer-tenor issuance shows a state funding market differentiating by issuer and maturity, even as central treasury bills cleared in full. m:…1675

The policy backdrop

The auction pattern arrives alongside a call for borrowing discipline. SBICAPS reported that Reserve Bank of India Governor Malhotra urged states to ensure quality of expenditure and adopt prudent borrowing practices. The message connects the auction mechanics to fiscal management: states that borrow prudently and spend well face less pressure to accept whatever pricing the market offers. m:…0256

Indian authorities are also evaluating policy adjustments to stabilise the external account, according to the SBICAPS daily digest for 28 October 2026. India is considering a 5 million rupee sublimit under the Liberalised Remittance Scheme, with business travel and pilgrimage likely to be included in the proposed sublimit and education and medical expenses likely to be excluded. The digest described the measure as under consideration, not finalised, which matters for professionals tracking it: the direction is toward managing outflows, but the parameters may still change. m:…0256

A second measure under consideration would exempt non-resident Indians from the 12.5 percent long-term capital gains tax, according to the same digest, while tax exemptions for sovereign wealth funds and provident funds may be extended to March 2047. Taken together, the week shows India working both sides of the funding ledger: central bills clearing cleanly, states refusing pricing they dislike, and policymakers weighing measures that could change who sends money in and out. The next auctions will show whether state rejections were a one-week pricing stand or the start of a wider reset in state borrowing costs. m:…0256

What is still unresolved

  • Whether state governments continue to reject bids in coming auctions or accept prevailing yields.
  • Whether the proposed Liberalised Remittance Scheme sublimit and non-resident Indian tax exemption are finalised, and in what form.
  • How state borrowing costs evolve relative to central treasury bill yields in the next auction cycle.
