Central banks build agentic and tokenised rails as rate paths split
Hong Kong moved tokenised settlement to round-the-clock operation and launched an agentic-finance project, while Cyprus tightened capital buffers, Kazakhstan cut rates, and the ECB held.

Hong Kong builds two rails at once
The most concrete infrastructure news comes from Hong Kong. The Hong Kong Monetary Authority announced that its Ensemble pilot has entered a new phase supporting 24/7 interbank settlement of tokenised deposit transactions, the authority says. The new capability lets settlement of tokenised transactions continue beyond conventional operating hours. Ensemble initially used the Hong Kong dollar real-time settlement system for interbank settlement, and the pilot has now moved to settlement in tokenised central bank money. m:…6989
Participation has grown alongside the capability. The number of participating banks in Ensemble has increased to 12 and industry pioneers to 20, the authority says. It will continue working with the Securities and Futures Commission to develop the tokenised financial ecosystem. The authority's chief executive, Eddie Yue, said the project has moved from experimentation to a phase focused on commercialisation, and he expects commercialisation of tokenised deposits and digital assets to gain momentum. Those are the authority's stated expectations, not completed commercial volumes. m:…6989
The authority's deputy chief executive, Julia Leung, said round-the-clock settlement in tokenised central bank money supports secondary trading of tokenised funds, corporate treasury management, market liquidity and investor risk management. The list is useful because it names the use cases the infrastructure is meant to serve, rather than presenting settlement as an end in itself. The pilot began in November 2025, so the November 2026 announcement marks roughly a year of work reaching a commercialisation phase. m:…6989
On the same day, the authority launched a second project aimed at a different layer of finance. Project SAGE, short for Agentic Finance with Governance and Enablement, was launched on November 2, 2026, the authority says. It focuses on four areas: market development and use case exploration, agent identity, interoperability standards, and legal and regulatory frameworks. The project explores business-to-consumer, business-to-business and machine-to-machine use cases, and the authority is exploring Know Agent practices to verify the identities of AI agents. m:…4910
The governance question is stated plainly in the announcement. Eddie Yue said agentic finance has the potential to transform financial service delivery, and the project aims to ensure it serves user interests while safeguarding financial system stability. An Agentic Expert Group will support the work, drawing members from financial institutions, technology service providers, professional service firms and academia. Together, Ensemble and SAGE show one central bank building both the settlement rail and the agent governance layer, rather than treating them as separate experiments. m:…4910
Meanwhile, policy moves in different directions
Elsewhere, central banks tightened, cut and held in the same week. The Central Bank of Cyprus decided to introduce a 1.0% Systemic Risk Buffer applying to all exposures of all authorized credit institutions in the Republic of Cyprus, effective December 31, 2026. The decision rests on the 2015 macroprudential oversight law. A buffer is a capital requirement, not an interest rate move, but its direction is restrictive: banks will need to hold more capital against the same exposures from the end of the year. m:…2060
Kazakhstan moved the other way. Its central bank reduced the base rate by 50 basis points to 15.75%, the bank says in a statement published through the Bank for International Settlements. Annual inflation reached 9.3% in September 2026, and gross domestic product grew 4.2% year on year in the first nine months of 2026, with non-mining growth estimated at 5.4%. Mining production declined 8.3% over the same period, while fixed capital investment grew 7% in real terms. The bank targets inflation of 6.5% to 8.5% in 2027 and close to 5% in 2028, and says the likelihood of another rate change before the end of 2026 remains low. m:…5263
The Kazakhstan statement also flags why the bank stays cautious despite the cut. External inflation risks have intensified because of tensions in the Middle East, the bank says, and it will continue using additional instruments to reduce excess liquidity, including minimum reserve requirements. The statement notes Brent crude trading above $100 per barrel, the Bank of Russia holding its key rate at 14% in September 2026, and 25-basis-point increases by both the European Central Bank and the United States Federal Reserve in September 2026. Those comparisons come from the Kazakhstan statement itself, not from separate rate announcements. m:…5263
The euro area, by contrast, is on hold with inflation rising. Euro area inflation rose to 3.8% in September 2026, driven primarily by higher energy prices, specifically oil and European gas, according to a Bank of Finland speech. The European Central Bank Governing Council kept key interest rates unchanged at its late-October meeting and continues to decide meeting by meeting, with new projections and additional inflation and wage data due by the December meeting. The speech notes underlying inflation has remained broadly stable, wage developments do not yet show a material response to the energy shock, and medium-term inflation expectations remain anchored around the 2% objective. The contrast is the story: one central bank builds new rails, another adds a capital buffer, a third cuts, and a fourth waits. m:…4716
What is still unresolved
- Whether Ensemble's 24/7 tokenised settlement reaches commercial volumes beyond the pilot group
- What interoperability standards and agent-identity rules Project SAGE will propose
- Whether euro area inflation falls back toward 2% or forces the ECB off hold in December
