Pennsylvania Funds Its Water, Plugs Its Past, and Montana Counts Its Trees

The Shapiro administration directed $190.3 million to 24 water projects across 19 counties and marked its 500th plugged orphan well. In Montana, Forest Products Week puts numbers on a 10,000-job industry.

Water money

Pennsylvania is spending on water at a scale few states match. The Shapiro administration announced $190.3 million in funding for 24 water infrastructure projects across 19 counties through the state's Infrastructure Investment Authority, PENNVEST. The money covers drinking water, wastewater, and non-point source projects, with PFAS removal and lead service line replacement among the priorities. Since the governor took office, the administration says it has invested more than $4.9 billion through PENNVEST and replaced more than 45,000 lead service lines. m:…6465

The project list shows where the dollars land. Buckingham Township received a $3,120,000 grant for a PFAS removal and treatment project. The Erie City Water Authority got $10,000,000 for galvanized service line replacement. Bear Valley Joint Authority in Franklin County took a $22,250,000 loan to upgrade its water distribution system. Pennsylvania-American Water Company received a $3,020,943 grant and a $1,629,057 loan for lead and lead-impacted galvanized service line replacement in Norristown Borough, and the Luzerne Conservation District got $2,028,000 for agricultural best management practices at two farm sites. The funding blends state funds, Growing Greener, Marcellus Legacy, federal infrastructure law dollars, EPA grants, and recycled loan repayments. m:…6465

Five hundred wells down

The same administration marked a different kind of infrastructure milestone: the Pennsylvania Department of Environmental Protection has plugged its 500th orphan and abandoned well, in Somerset Township, Washington County. The work uses federal Infrastructure Investment and Jobs Act funds to address environmental hazards and methane leaks. The Commonwealth has received $216 million in federal funding from the Interior Department since 2022 for well remediation, and the 2026-27 budget authorizes a $19 million transfer to the Well Plugging Program plus $20 million for the Hazardous Sites Cleanup Program. m:…5366

The milestone is a down payment, not a finish. DEP has identified more than 27,000 orphan and abandoned wells across the state. The administration also announced a research partnership with Penn State University to quantify the chemical hazards associated with wells, running from October 2026 through June 2031. And the funding pipeline has a legal asterisk: Shapiro sued in February 2025 challenging the administration's freeze of federal funding, the same federal dollars the well program depends on. m:…5366

Montana's timber math

Montana spent the week putting numbers on its forests. Governor Greg Gianforte proclaimed October 18 to 24, 2026, as Montana Forest Products Week, framing the industry as both economic engine and wildfire-risk reducer. The sector supports more than 10,000 jobs and generates $600 million in annual wages, and timber sales on state trust lands produced about $8 million for public schools and other trust beneficiaries in fiscal year 2026. m:…8475

The week's programming is practical outreach. The Department of Natural Resources and Conservation is coordinating educational events, including a public timber tour on October 22 in Kalispell featuring Weyerhaeuser's plant and F.H. Stoltze Land & Lumber's harvest site, plus two events funded through the department's Forest Products Week mini-grant program. The department also partners with the U.S. Forest Service through the Good Neighbor Authority program on forest management projects. The reasoning across all three states' announcements is the same: natural resources are a ledger, and this week the states are publishing the entries. m:…8475

What is still unresolved

  • The outcome of the February 2025 lawsuit over frozen federal funds that the well-plugging program relies on
  • What the Penn State well-hazard study finds when it concludes in 2031
  • How much of the $190.3 million PENNVEST round reaches construction within two years
