## London hikes

The Bank of England raised its Bank Rate to 4% this week, and the decision split its own committee. The Czech National Bank raised its key rate the same day. Norway held, and Mexico cut. The moves point in different directions, but they share a cause: energy prices are pushing inflation back up, and the debate now is how much of the rise sticks — and where interest rates settle when it passes. [cites: 1793906925446519068, 1793903161019187550, 1793882475913676532, 1793916812636591710]

The Bank of England's Monetary Policy Committee voted 8 to 1 to raise the Bank Rate by a quarter point to 4%, with one member voting for a half-point rise to 4.25%. UK consumer price inflation reached 3.5% in September, and the committee expects it to rise to around 5% by the middle of 2027. Front-month Brent crude futures averaged $108 a barrel over the fifteen UK working days ending October 27. The committee said the risk of second-round effects in wages and prices has risen further since September, and Catherine Mann argued for an activist approach to stop persistent inflation from becoming embedded. New Budget measures are expected to pull about a quarter point off inflation by the second quarter of 2027. The committee also noted that global growth has proved more resilient than expected, partly because of the deployment of artificial intelligence. [cites: 1793906925446519068]

## Prague hikes, Oslo waits

The Czech National Bank raised its two-week repo rate by a quarter point to 4.00%, effective November 6, with the discount rate at 3.00% and the Lombard rate at 5.00%. Norges Bank kept its policy rate at 4.5% and said the committee is prepared to raise it if needed to bring inflation back to target. Governor Ida Wolden Bache said inflation is too high. Norwegian consumer price inflation was 3.4% in September, with underlying inflation at 3.0%. The bank noted that capacity use has slipped slightly below normal, the krone has strengthened, and spot and futures prices for gas and electricity have moved up, while oil spot prices have fallen even as futures rose. ## Mexico cuts anyway

Mexico went the other way. The Banco de México board voted 3 to 2 to cut its overnight rate by a quarter point to 6.25%, effective November 6, even though headline inflation rose to 3.62% in October from 3.42% in the first fortnight of September. Core inflation eased slightly to 3.78%. The board said it intends to hold the rate at 6.25% for an extended period so inflation converges to target by the fourth quarter of 2027, while noting the balance of risks for inflation remains tilted upward. The statement also noted that the Federal Reserve left its target range unchanged at its October meeting. [cites: 1793916812636591710]

## The argument underneath

Canada chose to argue about the framework instead of the rate. The government and the Bank of Canada renewed their monetary policy framework, restating that the primary objective is the economic and financial well-being of Canadians and that keeping inflation low, stable and predictable is the most effective way to protect the cost of living. The deeper question is where the neutral rate — the rate that neither stimulates nor restrains — now sits. ABN AMRO's economists estimate that AI investment of about 3% of GDP a year adds roughly 0.2 percentage points to the US neutral rate over 2026 to 2030. A broad productivity boom could take it to about 2% by the mid-2030s; concentrated gains would leave it at 1.2% to 1.6%. Hyperscaler debt roughly doubled to $503 billion in the year to September 2026, and the economists note that a bust in AI investment would take the US neutral rate back to about 0.9% at the trough. [cites: 1793914834756920535, 1793890943092652737]

The Reserve Bank of Australia added a different warning: trust is part of how policy works. RBA deputy Andrew Hauser argued that when the public understands and trusts the central bank's strategy, the policy response needed to bring inflation down can be smaller and less costly in lost output. About 55% of respondents report high or moderately high trust in the bank, broadly stable over the past eighteen months. The week's lesson is that the easy phase of the inflation fight is over. Rates are moving in different directions because the shocks are different — but every bank in this week's batch is now arguing about persistence, not just the next meeting. [cites: 1793869243702665209]

## What is still unresolved

- How much of the energy cost rise firms pass on to prices versus absorbing in margins.
- How long the Middle East conflict weighs on global energy supply chains.
- Whether AI productivity gains spread broadly or stay concentrated — the answer sets the neutral rate.
- Norges Bank's future rate path beyond this hold.

## Decision card

- **Useful for:** Bankers pricing rate paths; Professionals watching inflation persistence
- **Not for:** Anyone wanting a single call on the next move in any one country
- **Compare against:** The Bank of England's 5% inflation projection against Mexico's plan to hold at 6.25% until late 2027
